Victoria Dock development

On Friday 2 July 2004, the then Premier of Victoria, Steve Bracks, announced Westgate Ports' plans for the development of Victoria Dock.

The process

The Victoria Dock site is on the Yarra River, immediately downstream of the Bolte Bridge. With an area of approximately 15 hectares, access to deep water, major roads and rail, the site provides a unique opportunity for multi-purpose port operations.

The then Melbourne Port Corporation completed the $10 million site preparation in 2002. That included the redirection of the Moonee Ponds Creek at its junction with the Yarra River. The old creek bed has been filled in and now forms part of the development site while the new creek presents a ‘natural’ boundary between the working port and the Docklands residential/leisure area.

Extensive landscaping, the development of wetland areas and the extension of a bike track has made the area both attractive and accessible to the public, enabling two facets of a port city to exist side by side.

In 2002, Expressions of Interest (EoI) from the private sector were called for developing the site. Short-listed consortia were announced in March 2003 and detailed bidding and final assessments were carried out over following months. In January 2004, Westgate Ports Pty Ltd was announced as the preferred bidder.
