6 August 2025 – Port of Melbourne is proud to have supported the Victorian Government to help shape and deliver the Victorian Freight Plan 2025–2030, a strategic roadmap that will guide the State’s freight and logistics network into a more sustainable, connected, and efficient future.

As Australia’s largest general cargo and container port, Port of Melbourne plays a central role in the national supply chain. With Victoria already the country’s freight and logistics capital, this updated Freight Plan ensures the State remains competitive, productive, and resilient amid a rapidly evolving global landscape.
Minister for Ports and Freight Melissa Horne said, “The new freight plan relies on industry and government working together the tackle the big challenges and opportunities ahead of us.”
“We are glad to be working with the Port of Melbourne and thank them for the contributions they made towards the plan as part of the freight industry stakeholder reference group.”
The updated plan builds on the foundations laid by the 2018 Delivering the Goods strategy. It reflects the significant shifts the freight sector has experienced over recent years — from pandemic impacts and global disruptions to growing demands for decarbonisation and cleaner freight solutions.
Port of Melbourne Chief Executive Officer Saul Cannon welcomed the release of the plan, noting the importance of aligning government and industry in delivering practical, future-focused outcomes.
“We’re pleased to have worked closely with the Victorian Government and industry partners to help shape a plan that recognises both the challenges and the immense opportunities in front of us,” said Mr Cannon.
“The Victorian Freight Plan 2025–30 sets a clear path forward to create a safer, smarter and more sustainable supply chain, and we are committed to playing a leading role in its delivery.”

The Plan outlines goals that include cutting red tape, supporting modal shifts to cleaner freight options, attracting private investment, and using data and technology to improve network performance. Community expectations around emissions and urban amenity are also a driving force behind the strategy.
“Freight touches every part of our economy and daily lives,” added Mr Cannon, “This plan gives Victoria the certainty it needs to support long-term investment and innovation across the sector. Collaboration is key — and we’re proud to stand with the Victorian Government in shaping a more resilient freight future for all Victorians.”
